Just remove the RPM, nothing will suffer from that, then make a "standard" install from the tarball so you have full control
of everything.

Well the first thing you get from downloading this tar ball is :-
[root@xxxxx Download]# tar -zxvf svgalib-1.4.3
tar: svgalib-1.4.3: Cannot open: No such file or directory
tar: Error is not recoverable: exiting now
tar: Child returned status 2
tar: Error exit delayed from previous errors


at least 1.9.24 untars !

and compiles

you can compile linrad

and when you run it
[root@xxxxx linrad-01.35]# ./linrad
svgalib: Cannot open /dev/svga
Is svgalib_helper module loaded?
[root@xxxxx linrad-01.35]#

QED
RPM's put things where they are suppose to go, svga-helper is not on the system.
IIRC svga-helper was installed with the RPM
