[Linrad] Error 745251 and Linrad-03.03

Hi All,

Thanks to Gabriel, EA6VQ, who got this error in a reproducible
fashion and sent me his parameter file I now know what the error is.

It happens when the loudspeaker is disabled under Windows. Apparently
I never tested that. Had I done so I would have found this error
every time. When the output is disabled it is not a good idea to
call the routine that clears the output buffer.....

I will upload Linrad-03.03 shortly since at this very moment I am
not aware of any more bugs:-)
